Hydro-economic river basin models (HERBM) based on mathematical programming are conventionally formulated as explicit ‘aggregate optimization’ problems with a single, aggregate objective function. Often unintended, this format implicitly assumes that decisions on water allocation are made via central planning or functioning markets such as to maximize social welfare. In the absence of perfect water markets, however, individually optimal decisions by water users will differ from the social optimum. Classical aggregate HERBMs cannot simulate that situation and thus might be unable to describe existing institutions governing access to water and produce biased results for alternative ones. Economic drought management index to evaluate water institutions' performance under uncertainty AgEcon

Reservoir management and intertemporal water allocation are critical issues in semiarid regions where agriculture has to confront highly variable rainfall patterns. In this paper, we derive and propose an economic drought management index (EDMI) to evaluate water institutions' performance to cope with drought risk. The EDMI is based on the optimal conditions of a stochastic dynamic optimisation problem that characterises reservoir management. The index's main advantages are its ease of interpretation and breadth of scope, as it incorporates information on hydrological processes, structural constraints, water institutions' rules, and the economic benefits of water use. Institutional and Economic Dynamics of Water Users Cooperative (WUC) Societies in Cauvery Basin of Karnataka AgEcon

The economic and institutional dimensions of water users cooperative (WUC) societies have been analyzed with regards to performance, membership and transaction costs in forming organization in the Cauvery basin of Karnataka. Field data have been collected from presidents and members of 30 WUC societies in Tirumakudalu Narasipura taluk of Mysore, Karnataka. Using cluster analysis, these have been grouped into (i) well performing, (ii) moderately performing, and (iii) poorly performing WUC societies. MELDING PRIVATE AND PUBLIC INTERESTS IN WATER RIGHTS MARKETS AgEcon

The debate over privatizing and water markets has moved back and forth for decades between the "I" and the "We" perspectives. Rather than either/or, a balanced "I&We" view of water institutions is needed. West is meeting east in water law. Public interest needs must be satisfied in appropriate decision forums, but marketing may prove a social improvement when used as a supplement. Balancing an "I&We" institution involves establishing an acceptable or tolerable level of interference through judicious mixing of state, common and private property regimes. Third-party effects are eliminated as mutual gain arises in a variety of decision forums.
